Records - Educational Records of Minor Dependent Students

In accordance with North Carolina General Statute § 115-D-10.80, otherwise known as “Leon’s Law,” Randolph Community College will require minor dependent students, (minor students are defined as a student who is under the age of 18 and a dependent of his or her parent, and dependent as defined by 26 U.S. Code § 152 of the Internal Revenue Code of 1986), to complete a form prior to registration in any course offered by the college acknowledging the following:

  1. To the extent allowed under FERPA (Family Educational Rights and Privacy Act), the education records of the minor student shall be provided to the student’s parent, guardian, or an individual acting as a parent in the absence of a parent or guardian, as long as the parent or an individual acting as a parent in the absence of a parent or guardian, has not opted out of receiving the education records.
  2. To the extent allowed under FERPA, the education records of the minor student shall be provided to the school administrators and school counselors at the school in which the student is dually enrolled.
